Budget Committee Meeting Minutes

Public Hearing

January 10, 2006

 

Attending: Mark Acciard-Chairman, Fred Thompson – Vice Chairman, Dave Paquette, James Blackadar, Paul Tracy, Marsha Bassi, and Jack Sapia.

 

Mark called the meeting to order at 7:30 PM and provided a brief overview of the purpose of the public hearing. The board reviewed the minutes of the January 3, 2006 meeting. Fred motioned to accept the minutes as proposed/Seconded by Dave/Motion passed 7-0. The next order of business was to present the budget. Mark presented the budget to the public by each line item. The following items were changed:

 

Code of Ethics

Mark motioned to accept the Code of Ethics budget at $325/Seconded by Jim/Motion passed 7-0. Adjustments are due to a revised budget submitted by the department.

 

General Gov’t Buildings

Account Description Amount

41941.430.00 General Maintenance $4,900

 

Paul motioned to increase the general maintenance line to $4,900/Seconded by Jim/Motion passed 7-0. As a result the revised General Government Buildings budget is $58,753. Adjustment was due to obtaining the price to fix the pump in the pond outside town hall.

 

Police Dept.

Jim motioned to increase cruiser gas to $30,000/Seconded by Jack/Motion passed 4-3. Mark motioned to set Full Time Officers pay to $228,337, Medicare to $5,610, & NH Retirement to $26,321/Seconded by Fred/Motion passed 6-0 one abstention. As a result, the Police Department’s budget is $726,448. The above adjustments are due to the removal and addition of salaries due to the collective bargaining agreement for the police union contract. Since the entire 3 percent COLA was removed from the part time officers line, an amount will be added back to compensate the part time officers who are not part of the collective bargaining unit. This will be addressed before Town meeting.

 

After the above adjustments, the Town of Atkinson’s 2006 Operating Budget is $3,850,874.

 

Mark then presented the revenue side of the budget by line item.

 

The next order of business was to review the Warrant Articles. The following Warrant Articles were discussed:

 

Atkinson Police Warrant Article – Revolving Fund

 

Fred motioned not to recommend the presented warrant article/Seconded by Mark/Motion passed 7-0. Mark presented alternate wording which the Selectmen and the Board preferred over the submitted article. The selectmen will post and have a public hearing to approve a revised warrant article on Thursday morning, January 12, 2006. The Budget Committee will also post a meeting for that day for the same purpose.

Atkinson Recreation – Recreation Capital Reserve Fund

 

Fred motioned to recommend the presented warrant article/Seconded by Jim/Motion passed 6-1.

 

Road Paving

 

Fred motioned to recommend the presented warrant article/Seconded by Paul/Motion passed 7-0.

 

ACTV-20

 

Fred motioned to recommend the presented warrant article/Seconded by Marsha/Motion passed 7-0.

 

Library

 

Marsha motioned to recommend the presented warrant article/Seconded by Jim/Motion passed 7-0.

 

Mosquito Control Expendable Trust Fund

 

Paul motioned to recommend the presented warrant article/Seconded by Jim/Motion passed 4-2.

 

Fire Department Capital Reserve

 

Fred motioned to recommend the presented warrant article/Seconded by Jim/Motion passed 6-0.

 

Cemetery Trustees

 

Jim motioned to recommend the presented warrant article/Seconded by Fred/Motion passed 7-0.

 

In addition to the above warrant articles, the committee agreed to meet on January 12, 2006 for the purpose to act on revised wording of the Police Revolving Fund Warrant Article and to accept presentation of and make our recommendation on the Police Collective Bargaining Warrant Article

 

Fred motioned to adjourn the public hearing/Seconded by Jack/Motion passed 6-0. The Public Hearing was adjourned at 11:13 PM.
