Budget Committee Meeting Minutes
December 19, 2006
Attending: Mark Acciard - Chairman, Jim Blackadar – Vice Chairman, Dave Paquette, Mari Anne Princiotta, Paul Tracy, Brian Boyle, and Paul Sullivan ex officio.
Mark called the meeting to order at 7:34 PM. The board reviewed the minutes from the December 5, 2006 meeting. The following amendments were made:
Paul Tracy was added to the attendees,
The last bullet on page 2, change of to off
Paul S. motioned to accept the minutes as amended/Seconded by Dave/Unanimous 5-0 (1 abstention).
Mark stated that he’d spoken with the animal control officer, Warren Seckendorf, and that his budget will be the same as 2006.
Jim motioned to preliminarily accept the Animal Control budget in the amount of $21,720/Seconded by Dave/Unanimous 7-0.
Paul S. informed the board of the status of several of his homework assignments:
Paul stated that the cost for the Town Clerk’s server is in Russ’s budget already,
The balance left on the cable TV warrant article will not be encumbered unless something else comes up.
Tim Dziechowski, Chairman, presented the Conservation Commission’s budget.

4611 Conservation Commission Paul Tracy
Tim presented 2 budgets, one for $6,575, which is $33 (1.05%) less than the 2006 budget. The second budget submitted included an addition $3,000 to fix the roof on a structure located on the newly acquired conservation land (Busby Property). Tim highlighted the following changes:
Other Professional Services is up and will be used for land surveys,
Care of Grounds is up and will cover the mowing of 4 fields at $300 each. The reaming $600 is for pot hole repair,
Special Programs is um based on expenditures,
Signs is up to purchase materials
Printing/Binding is down since they feel that there is a sufficient inventory of maps.
Tim also informed the board that they are looking into swapping the recently acquired Busby property for town land located on Sawyer Ave. The Conservation Commission along with Recreation are looking into the possibility of using the land for additional ball fields. Tim stated that this will be a warrant article.
The Board determined that any maintenance of buildings on Town property needs to be included in the General Government Buildings budget.
Brian motioned to include a line in the General Government Buildings budget in the amount of $3,000 for the maintenance of the building located on the Busby Land/Paul T./Motion passed 5-2
Mari Anne motioned to preliminarily accept the Conservation Commission’s budget in the amount of $6,575/Seconded by Brian for discussion/Motion withdrawn.
Mari Anne motioned to final accept the Conservation Commission’s budget in the amount of $6,575/Seconded by Brian/Unanimous 7-0.
Ted Stewart, Road Agent, attended the meeting to provide clarification on his warrant article. He stated that the reason he split up the Walker Rd and Wood Dr warrant article was to ease the impact on the taxpayers. He also stated that if the warrant article does not pass, he will use the paving money in his operating budget to pave Geary Lane, Atkinson Farm Road and Spickett Valley Drive.
The next meeting is January 2, 2007 and the Board will make recommendations on the Warrant Articles.
Mari Anne motioned to adjourn the meeting/Seconded by Paul T./Motion passed 7-0. Mark adjourned the meeting at 9:27 PM.
