Budget Committee Meeting Minutes
October 2, 2007
Attending: Jim Blackadar – Chairman, Dave Paquette Vice Chairman, Paul Tracy, Maggie Osborn, Mari Anne Princiotta, and Fred Childs ex officio
Jim called the meeting to order at 7:06 PM. The first order of business was to review the minutes from the September 11, 2007 meeting.
Dave motioned to accept the minutes as presented/Seconded by Paul/Unanimous (5-0, Mari Abstained)
The board then discussed and article forwarded to the members from Dave regarding which warrant articles we are required to recommend or not recommend. The Board is required to provide a recommendation on special warrant articles that include the appropriation of funds.
Mari Anne inquired the Board about the other insurance line item on if we would be allocating the cost of insurance to each department. Paul indicated that it was it’s own line item within the budget and was not part of the Other Insurance item. The Board realized that they had not established a liaison to track those expenses. Mari Anne volunteered since the Town Administrator would have the data.
Fred C. provided the Board with a current Personnel Policy, but stated there will be addition modifications. He also provided the requested accounting transactions related to the new wheelchair van and the cruiser lease/detail account. Fred also informed the Board that the Road Agent is looking to do additional paving with the extra money in his budget. Fred stated the selectmen will be reviewing the overall operating budget to determine if there are any other concerns in town.
The Board then reviewed the Town expenditures through 9/30. The town appears to be in good shape. The Board did note one over expenditure in service contracts within the Town Clerks budget. It is believed to be related to the E-Registration, Dave will look into this and report back to the Board.
The Board established the next meeting to be October 11, 2007.
Dave motioned to adjourn the meeting/Seconded by Mari Anne/Unanimous (6-0). Jim adjourned the meeting at 7:45 PM.
