9:07am – Meeting called to order.

Bid Opening

Emergency Communications Study

Mr. Sullivan opened the bids for the Emergency Communications Study. The results of the bid are listed in the table below

Board and committee members briefly reviewed and discussed the bids. Mr. Sullivan made the motion to direct the Emergency Communications Committee to review the bid proposals. Mr. Childs seconded the motion. The vote was unanimous and so moved.

Committee members agreed to interview the two submittals and tentatively scheduled September 30th to discuss the proposals with vendors. Some discussion relative to the bid structure, flat fee versus per hour, and the legal implications of choosing one over the other given the language in the RFP ensued. The TA didn’t anticipate a problem given that the committee would determine which study best meet the needs of the community. The TA agreed to confer with Sumner Kalman about the issue.

Old Business

Board members noted that they had met in a previous non-public session with Ms. Cavalear to discuss compensation issues. Mr. Sullivan made the motion to increase Ms. Cavalear’s rate of pay by .40 cents per hour, from $16.38 to $16.78, retroactive to August 6th, 2007. Mr. Childs seconded the motion. The vote was unanimous and so moved.

There being no further business to come before the Board Mr. Sullivan made the motion to adjourn. Mr. Childs seconded. The meeting adjourned at approximately 10:10am.
