BACKGROUND:
At its Regular Meeting on Monday, August 20, 2007, the Atkinson Board of Selectmen agreed to meet with the Highway Agent and a representative of Freshwater Farms at 9 AM on Tuesday, August 21 in front of Freshwater Farms, Inc., 1 KipCam Road, Atkinson, NH. The purpose of this gathering is to perform an on-site review of the proposed work on KipCam Road, involving the Town’s Right-of-Way. Planning Board Chairman S. Killam stated that the Atkinson Planning Board gave this off-site improvement conditional approval on Wednesday August 15, 2007; one condition being: The Board of Selectmen’s approval to work on the Town’s portion of KipCam Road.
Following a brief description of the complete proposal and a walk through the site of the proposed improvements, the Selectmen decided:

To approve the work to be done in the Town’s Right-of-Way on KipCam Road, as outlined. SECOND: F. Childs. VOTE: 2/0/0.
FENCING AT TYKE TOWERS, WOODLOCK RECREATION AREA:

BACKGROUND:
The 2007 Town Meeting voted to replace the toddler play set at Tyke Towers, Woodlock Recreation Area, Pope Road, Atkinson, NH. This equipment was installed in May 2007. It was again brought to the Selectmen’s attention that the fencing around the Tyke Towers had a gaping hole through which children crawled as a shortcut to the bathroom, one child was injured by running into the broken gate, and the concrete was exposed under the gate and around the base of the picnic table. On June 8, 2007, P. Sullivan assured the Board that he would see to it that the fence was repaired promptly, a sentiment that the full Board reiterated at their Regular Meeting on June 11, 2007. E. Stewart has presented a plan for scheduled repairs at Pope Road. The Selectmen wanted to review the proposed work on-site before acting on the Purchase Order that had been submitted.

BACKGROUND:
There has been an ongoing concern of this Board of Selectmen regarding people, neither elected nor authorized by the Board of Selectmen, volunteering or "helping out" in Town Offices where personal information is kept, and/or handling of Town money occurs. Not only does the Town’s Employee Dishonesty insurance not cover an unauthorized individual, but also there is no liability protection while in service to the Town.
MOTION: P. Sullivan.
No person who has not been authorized by election or by the Board of Selectmen shall work in the Town Clerk’s Office. SECOND: F. Childs. VOTE: 2/0/0.
The Selectmen concluded their discussions at 9:59 AM.
