Present: Jack Sapia, Paul Sullivan (Selectmen) and Russell McAllister (Town Administrator). Mike Murphy (Fire Chief) and Dave Weymouth (Maintenance Supervisor). Mr. Childs was excused due to previous business commitments.
Meeting and site walk w/ Jeffery Quinn to review well drilling status.
Jeffery Quinn from Skillings & Sons addressed the Board relative to current status of the drilling project. Mr. Quinn explained that the depth of the well at 1,184 was as far as they could drill because drilling deeper resulted in the well caving (collapsing). The amount of water necessary to run the geothermal application was available. The issue was fire suppression. The pump itself provided 50 gallons per minute at 35PSI. However, for the pump to supply fire suppression to the sprinklers required the same amount of gallons at a higher (50PSI). Providing that amount of water at the required PSI, given the pumps placement in the well at 200’, would drain the water column in the well in about 5 minutes. Chief Murphy noted that the necessary amount of water was approximately 300 gallons, which provided 10 minutes worth of sprinkler operation. Mr. Quinn noted that the pump and well could supply 150 gallons. Chief Murphy explained that the life safety code required the use of NFPA approved pumps and that the Town Offices had never been in compliance in the past. He further explained that the current fire suppression system was designed to provide personnel egress from the building. It was not designed to put out the fire. It was noted that the building was a single story and every office had a window to provide emergency egress. Chief Murphy considered the circumstances of the situation and noted that it was his belief that Hampstead Area Water Company would eventually service the Town Office and that in so doing it would provide a reliable source of fire protection. Therefore, he would grant an exception from the code until that time. Board members debated the issue with Messer’s Murphy and Quinn and decided to continue with the current pump setup.
There being no further business to come before the Board Mr. Childs made the motion adjourn the meeting. Mr. Sullivan seconded the motion. The vote was unanimous and so moved. The meeting adjourned at approximately 9:10am.
