Present: Fred Childs, Chair, Jack Sapia and Paul Sullivan (Selectmen), and Town Administrator Russell McAllister.

7:00 pm – Meeting Opened

Mr. Childs welcomed those assembled introduced representatives from the Department of Revenue Administration Assessing Division David Hines and Thomas Welch who provided assessing and revaluation supervision during the Town’s revaluation. Mr. Childs also introduced Brett Purvis and Rod Wood the Town’s assessing firm Purvis Associates. Mr. Childs noted that the Board had sponsored the meeting so that folks would have an opportunity to ask questions about their assessments and get answers from the DRA and the Town’s assessing firm. Mr. Childs noted that Ms. Goodrich had a short presentation. It was asked that people maintain courtesy during the meeting.

Ms. Goodrich made some opening remarks and provided a presentation. Question and answers followed with respect to methodology and formulas. Mr. Hines from the DRA addressed those assembled and explained that he and Mr. Welch had provided oversight to the revaluation process, which was required by law. He noted that the statistical measurements used to determine the quality of the assessments, as a whole, and the revaluation process specifically, were very good. Messer’s Hines and Welch left the meeting. Many questions were asked and then answered about the land extraction method. Mr. Purvis provided an overview of the assessing and revaluation process while Mr. Wood provided the methodology and the various formulas used in calculation values. Mr. Purvis further explained the abatement process and the necessity of submitting an application by the March 1st deadline. Mr. Artus argued the validity of the methodology and formulas used and cited lake properties as an example. Much more debate, question and answer discussion ensued. The meeting concluded at approximately 9:30pm.
