MS4 Permit Requires Compliance with 6 Minimum Control Measures (MCM)

MCM1 Public Education and Outreach

Messages about water quality protection and sources of water impairment are required during the 5-year term of the MS4 Permit:

  1. 2 messages to 4 audiences (residents, businesses/institutions/commercial, developers, and industrial)
  2. 3 targeted messages each year on fertilizer use, pet waste and yard waste to either residents, businesses or institutions

MCM2 Public Involvement and Participation

The Town’s Stormwater Management Program is provided for public review and comment every year.

MCM3 Illicit Discharge Detection and Elimination (IDDE) Program

At 2019 town meeting, voters approved a warrant article which establishes a new section of the Atkinson Zoning Ordinance giving the town authority to prohibit illicit discharges to their MS4 system.

At the Board of Selectmen’s September 16, 2019 meeting, they adopted the IDDE Administrative Program which gives the Town authority to manage and process incidents of illicit discharge to their MS 4 system.

MCM 4 Construction Site Stormwater Runoff Control

At their June 19, 2019 meeting, the Atkinson Planning Board reviewed and made revisions to draft Erosion and Sediment Control for Construction Site Stormwater Runoff standards. At their July 17, 2019 meeting, the Planning Board adopted these standards into the town’s Site Plan Review and Subdivision Regulations.

MCM 5 Post Construction Stormwater Management in New Development and Redevelopment

In MS4 Permit Year 2 (July 1, 2019-June 30, 2020), the Planning Board will review and adopt Post Construction Stormwater Management in New Development and Redevelopment standards in the town’s Site Plan Review and Subdivision Regulations.

MCM 6 Good Housekeeping and Pollution Prevention for Permittee Owned Operations

Refer to the Stormwater Management Program document for Permit Year 1 activities completed including descriptions of Catch Basin Cleaning Program, Street Sweeping Program, Winter Road Maintenance Program and Stormwater Treatment Structures Inspection and Maintenance Procedures.
