Library Trustees – Contract & Timeline Questions
Library Trustees Joe DeRosa, Eleanore Fuerer, Kevin Langlois, Joan Goff, Library Director Katie McDonough, and Architect Ken Lamarre addressed the Board relative to the contract for the construction of the new library.
Mr. Sapia initiated a discussion relative to the merits of hiring a construction consultant to review the construction schedule and costs. Mr. Sapia believed that the review costs would be no more than $1,500 to $1,600. Discussion ensued relative to the topic. Ms. McDonough noted that no additional funding was available for the review. She also expressed her full faith and confidence in Mr. Lamarre. Mr. Langlois also explained that the Trustees had previously voted to not use the services of a construction consultant.
Mr. Lamarre initiated discussion around the method of project management noting that they were using "bid build". Mr. Lamarre explained the process of how the project would be managed. He also explained the pros and cons of construction management as a method of project management. Much discussion ensued between the Board and Trustees relative to program history, pre-qualifying of bidders and review of errors and omissions liability.
After much discussion Mr. Sullivan made the motion to approve the architect’s contract for the library construction as reviewed. Mr. Childs seconded the motion. The vote was Messer’s Sullivan and Childs voting to approve and Mr. Sapia voting not to approve. The motion carried 2 to 1.
There being no further business to come before the Board Mr. Childs made the motion adjourn the meeting. Mr. Sullivan seconded the motion. The vote was unanimous and so moved. The meeting adjourned at approximately 10:57am.
